28 November 1941 Franklin D. Roosevelt Messages

These messages were found in the back of one of Roosevelt’s personal files from the Map Room which are at the Franklin D. Roosevelt Presidential Library in Hyde Park, New York in 1999.   The location is:  Map Room, Box 38, Folder #351.  The messages were found still encoded and there was no plain language text.  This is a very unusual occurrence in the Roosevelt Presidential Library, in fact the librarians could not recall another occurrence  . . . and they weren’t aware of these messages as they are only half sheets and the last two items in the file and are easily overlooked.  The author has been unable to find any World War II code books that would allow their decypherment.
